If MSL is set to 1 minute what is the shortest time you should set the TCP time_wait?

The Maximum Segment Lifetime would have to depend on many variables and a good reference that I use is at this link http://www.developerweb.net/sock-faq/detail.php?id=13 which states that the setting should be 120 seconds or 2 minutes.
