What version of ipop3 are using ???Is that on Redhat 7.1..Before the version that came with Redhat 7.1, ipop was pretty slow anyway, I had to use qpoper instead because it was slow. But I think your problem here has to do with Firewall setting. Are you using some kind of firewall if yes or not.
Do # netstat -a | grep pop3
and see if you get something other than this:
tcp 0 0 *:pop3 *:* LISTEN
