I can get the mouse to work (manually scroll) on all the window managers, but its goes nuts when I so much as even move it anywhere on the cli. I changed mice, since the previous one wouldn't let me do anything on any windows manager. Now its the other way round. I know there is a file that I can look at to configure what mouse I am using. Where is it and how do I do it?

The mouse is controlled on the gui screens by the XFree86 system, and on the terminal screens by a system service called GPM. Check out the file /etc/gpm.conf, and see if it doesn't look a lot like your mouse configuration for X.
